In this letter from Felix he tells us this Second Chance Program is his pet project and that he doesn't get a chance to visit this facility often due to the demands from all of the other facilities, but when he does he will send us a report on our Friend, Penny. We should expect a report from him at some point in the future apparently. He doesn't seem to want to make the same mistake again of not visiting his facility to make sure that all is running smoothly.
