This is a standard letter on standard template from the inspector, Vernon Li, for the most part. He is welcoming us to the program and tells us that he is glad that for once he is able to ad-lib on the form and write a special message to us. He tells us that he is very glad that we were paired with Penny in particular. He feels she is a special case and that she will need all the help she can get. He says he wishes he had half her talent and that she has a gift. He also says he doesn't usually care one way or the other about the items he inspects but he feels Penny deserves our help.
