This is a COBRA memo from Dr. Terrance Floyd to Maritza Martinez about the COBRA program that Penny is enrolled in. He writes of proctor 34 and proctor 35 both having to be terminated from the program because of corruption, that was anticipated. Why was it anticipated? They are very eagerly awaiting the COBRA100 trials and say:

"I hope to see 12279 sustain idiosyncratic faculty to COBRA100 trials."

This is a very odd sentence. What idiosyncrasies does Penny have that they hope she will sustain? Is it a sensitivity to a food or drug that they are testing on her? Does she have a certain tic that they are monitoring?
