This is a letter from Vernon Li, Penny's inspector. He is outraged at the fact that Penny has been attacked. He is raging at us about the injustice of it and about all the problems that an innocent woman has had to endure. He even goes to the point of calling another inmate at the SC facility "whack job". He doesn't understand how they could have put her in this facility with dangerous criminal when he obviously sees her as gentle as a flower. He even goes to the extreme of saying he is going to tell his "higher-ups" that she should be released and give them a piece of his mind!
