This letter from Vernon, the inspector for Penny's letters, is even more odd than the last. He goes off on a long tangent and is in an outrage over the fact that she was attacked by another resident in what he sees as an unprovoked attack on a woman that is on her best behaviour and minding her own business. He even goes to the extreme that he says that he is going to talk to the "higher-ups" about getting her released, such as Mrs. Martinez. He doesn't believe Penny should be there at all and believes whole-heartedly in her innocence.
