The slip of paper has a ROT-N, better known as a shift cypher, on it of:

We can easily recognise this as being a website from the last three letters being a .oay translating to .com so this will help us tremendously in finding the shift. If O=A and A=O and Y=M then we can count that the shift is a -14, meaning we will shift every letter backwards in the alphabet 14 letters. 

For the first letter of I, we will shift if backwards in the alphabet 14 letters and come to the letter W. So I=W.

For the second letter T, we will shift 14 letters backwards in the alphabet and come to the letter H.
