It is important to note that the inspectors notes for this episode mentions the LFoA Letter and says "Perhaps someone is beginning to believe they are above their situation." This is a confirmation that Jacob Nilson is not inspecting the packages. He would not write this about himself, since he is the one that wrote the LFoA Letter also.
